Richard Schragger is a Faculty Fellow at UVA’s Karsh Institute of Democracy and is UVA Law’s William L. Matheson and Robert M. Morgenthau Distinguished Professor of Law . His scholarship focuses on the intersection of constitutional law and local government law, federalism, urban policy, and the constitutional and economic status of cities. He also writes about church and state. Schragger is co-director of UVA's Program in Law, Communities, and the Environment (PLACE), a senior faculty fellow at the Miller Center, a faculty adviser to the Local Solutions Support Center, and a member of the American Law Institute. His articles have appeared in the Harvard, Yale, Chicago, Michigan, Pennsylvania, and Virginia Law Reviews, among others. He is the author of City Power: Urban Governance in a Global Age (Oxford U. Press, 2016).
